When quoting impact windows outside of Florida, an opening measurement is mostly about whether the frame will fit into the rough opening. In South Florida’s High Velocity Hurricane Zone (HVHZ), an opening measurement is an engineering calculation that determines whether the building department approves your permit or fails your inspection.
Every impact product installed in Miami-Dade and Broward must carry an active Notice of Acceptance (NOA) from Miami-Dade County or a current Florida Product Approval (FL#) with HVHZ certification.
The Hidden Quoting Traps in an NOA
Many estimating desks treat an NOA as a rubber stamp to attach to the permit package after the sale is closed. That is a costly mistake. An NOA contains structural boundaries that directly change your material cost:
1. The Design Pressure / Span Ratio
As opening width and height expand, the allowable Design Pressure (DP) decreases. A single hung window that delivers +75/-95 PSF at 37" x 50" might drop to +55/-65 PSF at 48" x 76". If the engineer of record or municipal wind-load chart requires +75 PSF on a corner elevation, that larger unit will fail unless upgraded to a heavy-duty frame or upgraded glass interlayer.
2. Interlayer Transitions (PVB to SentryGlas)
Standard impact laminate uses a 0.075" or 0.090" Polyvinyl Butyral (PVB) interlayer. However, to hit extreme design pressures (+100 PSF or higher) or large unobstructed spans, the NOA may mandate an ionoplast interlayer like SentryGlas (SGP). SGP interlayers carry heavy manufacturer surcharges. If your quote missed this upgrade, that difference comes directly out of your gross profit.
3. Fastener Spacing & Substrate Anchoring
The installation section of an NOA dictates required anchor types, edge distances, and embedment depths. Installing into wood buck versus poured concrete versus hollow concrete block requires different anchor schedules and tapcon embedments. Failing to account for buck thickness or substrate preparation leaves install crews short on material and time.
How EWD Eliminates NOA Quoting Errors
Inside Quote Converter Pro™ and Eyewall™, the platform flags openings that fall outside a product’s approval before the proposal goes out.
Summary: Build Compliance Into the Quoting Desk
The cost of failing a municipal inspection or having a plan examiner reject a permit package is devastating to dealer cash flow. By incorporating NOA validation rules directly into your CPQ process, your proposals are permit-ready from day one.
